Smoking In Cars With Children Will Be Banned in Ireland

Smoking In Cars With Children Will Be Banned in Ireland

Smoking in cars with children will be banned after a bill was passed through the Dail today. This will be enforced by gardaí and carries a fixed penalty of €100. There will be tougher penalties, of up to €1,000, for failing to stop or providing inaccurate details to gardaí.

The Protection of Children’s Health (Tobacco Smoke in Mechanically Propelled Vehicles) Bill 2012 went through the final stage of its life in the chamber this afternoon, where it was voted through unanimously. The ban is being introduced to bring about a culture change so that people do not engage in the activity. The law will not take effect until regulations and measures to enforce it have been developed by gardai.

Speaking in the Dail today, Children’s Minister and former Health Minister James Reilly said the law was about protecting children and not penalising smokers.

He said:
One of the best Christmas presents we can give our children is to protect their health and well being. This important piece of legislation goes some way towards that. The purpose of the Bill is a simple one. It will prohibit smoking in cars where children are present. It will be enforced by An Garda Siochana.

Environmental tobacco smoke is a carcinogen. It contains the same cancer causing substances and toxic agents that are inhaled by the smoker. There is no safe level of exposure to second hand smoke.

Compared to adults, children breathe more rapidly and have a less developed immune system. They are more susceptible to the effects of second hand smoke. They are unable to remove themselves from risk if people smoke around them.

Children’s exposure to second hand smoke in cars is involuntary and is particularly harmful to them in enclosed spaces, such as cars. Parents and others with responsibility for the welfare of children have an obligation to ensure that such exposure does not take place.

This legislation is a reminder to people not to light up in a car with children present. Where people disregard this reminder, it will serve as a punitive measure. Again I reiterate that this legislation is about protecting children – not penalising smokers.

In order for this legislation to commence it requires the development of regulations. It will also have to be incorporated into the operating systems of An Garda Siochana. Officials will work with An Garda Siochana and other relevant Departments to put these arrangements in place as soon as is possible.

The law, which does not apply to e-cigarettes, comes into effect on 1 January 2016.

Why Stop Smoking in cars with Children?

  • Smoke can stay in the air for up to two and a half hours even with a window open.
  • Second-hand smoke contains more than 4,000 chemicals, some of which are known to cause cancer.
  • Exposure has been strongly linked to chest infections, asthma, ear problems and cot death in children.
  • Research indicates 300,000 children in the UK visit a GP each year because of the effects of second-hand smoke, with 9,500 going to hospital.
  • Smoking in a car creates a higher concentration of toxins than in a bar, some research has put it at 11 times higher.
  • Bans on smoking in cars when children are present already exist in some US states, including California, as well as in parts of Canada and Australia.

Speaking on RTÉ’s News at One, Minister Reilly said that the ban applies to anyone who is smoking in a car in a public space with a child present. It absolutely applies to anybody who has a child in a car in a public place. What we are seeking to do is to highlight it, to underscore it with law and to bring about a culture change where people just won’t engage in this activity further because it damages children’s health.

Senator and Oncologist Professor John Crown said the primary purpose of legislation banning smoking in cars with children is to educate people about the dangers. Speaking on RTÉ’s Morning Ireland, Prof Crown said the new regulations were not about sanctioning and fining people.

Prof Crown said there are more toxic emissions within the car during the time it takes to smoke one cigarette, than what comes out of the exhaust of the car.

A child who is in a car with a smoker for one hour is exposed to approximately the same level of hazardous smoke as a firefighter is if they’re fighting a bush fire and it is equal to many, at times, the amount of exposure that somebody would have in a pub. So all of the risks of passive smoking are amplified in the small confines of a car.

Smoking In Cars With Children Will Be Banned

Smoking in cars with children will be banned in England, under new laws put forward by the government.

The regulations laid before Parliament propose banning smoking in cars containing under 18s. A fine of £50 will be issued to people who smoke or who fail to prevent another person smoking.

MPs will vote on the plans before the election – and if they are passed the change in law will come into force on 1 October 2015.

The move comes after a free vote in Parliament in February gave ministers the power to introduce the law, although it did not compel them to.  Dr Hilary Wareing says children exposed to second-hand smoke in cars are more likely to have respiratory infections.

“The only effective way to protect children is to prevent them breathing second-hand smoke and our plans to stop smoking in cars carrying children will help us to do this.”

Health minister Jane Ellison said: “Second-hand smoke is a real threat to children’s health and we want them to grow up free from the risks of smoking.

“The only effective way to protect children is to prevent them breathing secondhand smoke and our plans to stop smoking in cars carrying children will help us to do this.”

The World Health Organisation found that second-hand smoke is a “real and substantial threat to child health”, the DoH said.

Health problems have included increased susceptibility to pneumonia and bronchitis, worsening of asthma, decreased lung function, and sudden infant death syndrome, it added.

Stop Smoking Hypnosis for pregnant Women in Ireland

13% of Irish Women Smoke Throughout Pregnancy

Stop Smoking Hypnosis for pregnant Women in IrelandAccording to the Growing Up in Ireland study. In the report it was found that found women who experience a great deal of stress are much more likely to continue smoking, while poverty and poor education are also factors.

The aim of the research was to investigate the extent and distribution of three specific health behaviours among mothers in the prenatal and antenatal period.

The three specific areas they looked at were:

  • Cigarette smoking in pregnancy
  • Alcohol consumption in pregnancy
  • Breastfeeding

The number of Irish women who smoke while pregnant has dropped from more than one in every four to fewer than one in every five, according to these latest figures.

Stop Smoking Hypnosis for pregnant Women in IrelandThe latest National Longitudinal Study of Children shows that the proportion of women smoking during pregnancy dropped from 28% in 1999 to 17% in 2007.

It found that 13% of women smoked all the way through pregnancy, even though smoking more than 11 cigarettes a day decreases a baby’s birth weight.

The study also found that compared to women in Britain, Irish women were significantly less likely to report drinking during pregnancy.

Most intelligent people know that smoking causes cancer, heart disease, and other major health problems. Smoking during pregnancy is especially harmful, causing additional health problems including premature birth, certain birth defects, and infant death.

Here are some facts about smoking and pregnancy:

  • Smoking makes it harder for a woman to get pregnant.
  • Women who smoke during pregnancy, are more likely than other women to have a miscarriage.
  • Smoking can cause problems with the placenta—the source of the baby’s food and oxygen during pregnancy. For example, the placenta can separate from the womb too early, causing bleeding, which is dangerous to the mother and baby.
  • Smoking during pregnancy can cause a baby to be born too early or to have low birth weight—making it more likely the baby will be sick and have to stay in the hospital longer. A few babies may even die.
  • Smoking during and after pregnancy is a risk factor of Sudden Infant Death Syndrome (SIDS). SIDS is an infant death for which a cause of the death cannot be found.
  • Babies born to women who smoke are more likely to have certain birth defects, like a cleft lip or cleft palate.
  • There is no safe level of exposure to secondhand tobacco smoke. Breathing even a little secondhand smoke can be harmful. The only way to fully protect yourself and your loved ones from the dangers of other people’s smoke is through 100% smoke-free environments.
  • Quitting smoking will help you feel better and provide a healthier environment for your baby.

When you stop smoking with hypnosis:

  • Your baby will get more oxygen, even after just one day of not smoking.
There is less risk that your baby will be born too early.
  • There is a better chance that your baby will come home from the hospital with you.
  • You will be less likely to develop heart disease, stroke, lung cancer, chronic lung disease, and other smoke-related diseases.
  • You will have more energy and breathe more easily.
  • You will have more money that you can spend on other things.
  • You will feel good about what you have done for yourself and your baby.
  • Quitting smoking can be difficult, but it is one of the best ways you can protect yourself and your baby’s health.
